A Development Economist and Commissioner for Human Capital Development and Monitoring in Ebonyi State, Dr. Odoh, Steve says his office would lead a drive that would reduce poverty in the state through promotion of entrepreneurship, skill acquisition and capacity building in the state.
Dr. Odoh stated this in Abakaliki on Sunday during the assumption of office as the new Commissioner for Human Capital Development and monetary.
Odoh was initially the Commissioner for Education until last week when Governor Umahi made a minor cabinet reshuffle and posted Odoh to the Ministry of Human Capital Development and Monitoring, Barr. Kelechi Chima took over as Commissioner for Education while Barr. Uchenna Orji Commissioner for Information and State Orientation.
Dr. Odoh explained that to achieve his plan, he would partner strategic donor agencies, stakeholders and communities to achieve the drive.
He noted that the ministry would seek partnership with CBN, SMEDAN, and other agencies in the state and urged residents of the state to join in the positive drive.
Dr. Odoh said, “As a development economist, I believe that development is important and should be driven by entrepreneurship, job creation, deliberate planning, and human capital development ministry would lead the drive in the state to ensure that there is obvious mark on our poverty reduction effort, skill acquisitions and give a facelift to capacity building”
“Sometimes, when people go to MDAs government offices, they are confused about what to do; we need to give direction to the workers, public servants, increase their capacity by training and retraining. Development does not come by number, it comes by capacity and this ministry will take up that challenge of building capacity for development, building capacity for growth” he said.
He said he would use his past experiences towards building the ministry for the best interest of the state and the residents.
Dr. Odoh said he needs fund to swing into action, therefore, would go out to source for the fund through the public and private partnership as well as building a community approach to achieve the goal.
“I am coming out with what is called ward 171 projects, Ebonyi has 171 political wards. I want to single out 1 person per ward for human development and it is not going to come from the government budget. We are going to mobilize stakeholders from that ward.
According to him, a child could be picked from the last common entrance examination, and ask stakeholders from the ward to create a trust fund for the child and ensure that the trust fund takes care of that child until university, adding that every council chairman and another stakeholder in the state will be collaborated with, to see a better Ebonyi State through capacity building and empowerment.
The commissioner, same day visited office of the manager, small-medium enterprise one of the federal agencies in the state, Mr. Asochukwu Chidozie Thedus who commended the commissioner for his developmental plans for the state and said the due would collaborate to make sure that federal budget meant for the state is utilized through empowering the masses through capacity building.
Asochukwu called for proposal from the ministry towards developing small scale enterprise.
The SMEDAN manager emphasized that empowerment is not only money; rather having the vision for entrepreneurship is the major thing.
Permanent Secretary, ministry of human development and monitoring, Barr Enyinnaya Oko Egwu in his submission noted that SMEDAN is a strategic partner to the ministry and it has done a lot in assisting Ebonyi traders but they should open wilder opportunities to help the state benefit from federal government empowerment schemes.
