Ebonyi State Legislators Interface with NGO on Reforms

The members of Ebonyi State House of Assembly have interfaced with a Non-Governmental Organization (NGO) known as Partnership to Engage, Reform and Learn (PERL) on reforms and learn for better legislation.

The interface was made possible during a-2 day workshop organized by the Chairman South East legislative forum in collaboration with an NGO in Abakaliki recently for the state legislators, the Clerk, Secretaries, clerks at the table and other stakeholders in the state assembly to ensure efficiency in the discharge of the duties.

The department for international development funded NGO, Partnership to Engage, Reform and Learn (PERL) was formed to advise the Nigerian government on how to make better use of their resources and improve service delivery.

The Speaker Ebonyi state house of Assembly, Chief Francis Nwifuru who disclosed the existence of cordial relationship among the arms of government in the state insisted that learning is a continuous process and thanked the organizers for the knowledge on current trends of law-making impacted in them.

He said, “We are grateful to PERL and DFID for coming to our aid. We thank them for coming to replicate what they have done in other state Assemblies in Nigeria here and the knowledge gathered, shall help us work better for progress of the state.”

Speaking at the workshop, the Chairman South East legislative and governance committee who is also member representing Udenu state constituency and the Leader, Enugu state house of assembly, Hon Ikechukwu Ezeugwu noted that the workshop became necessary to incorporate legislators in the region for partnership to engage reform and learn mechanism and share experiences for better legislations in Nigerian state Assemblies.

He assured that synergy among the arms of government shall go a long way in making the States governable and progressive.

He said, “I am Hon Ikechukwu Ezeugwu the Leader, Enugu state house of assembly, member representing Udenu state constituency. I am here in my capacity as the Chairman, South East legislative forum. The three arms of government are working for the progress of the state. I mean the legislators, executive and judiciary are expected to work hand in hand and for the success of the state.”

On her part, the regional team leader, PERL South East, Pastor Mrs. Ifeoma Chukwuma disclosed that the NGO was in Abakaliki to support legislative and governance reform committee, the regional platform that coordinates legislative reforms in the South East to articulate and work towards laudable reforms in the state Assembly.

Mrs. Chukwuma said they are in governance for a five years program expected to work with government, citizens and groups supporting use of evidence to improve policies, plan budgets used in delivering public good with the use of the three (3) pillars of accountability, responsiveness and capable government.

In other words, they help the region to use their own resources including oil to address the causes of poverty and eliminate it.

According to her in an interview, the organization’s key support areas to stakeholders in the region are to ensure due process and transparency, improve business environment, partnership, ensure improved service delivery in state house of Assembly, leverage inter and intraregional governance effective models and good practices, promoting learning and sharing of ideas.

High point of the workshop was the formation of a mission statement for Ebonyi state 6th Assembly which reads thus: “A digital Assembly that makes laws consistent with provisions of the constitution of the Federal Republic of Nigeria for good governance and effective representation of the people”.
