The Ebonyi State Government through the Ministry of Human Capital Development in collaboration with the National Directorate of Employment is set to recruit at least 5000 Ebonyians in the first phase of its special public works in rural areas programme.
The Commissioner for Human Capital Development and Monitoring, Dr Stephen Odo while unveiling this programme to the public recently said the programme is aimed at making more Ebonyians within the age bracket of 18-30 years to be self reliant.
He assured that the beneficiaries engaged in the public works in rural area activities such as Drainage digging and Clearance, Rural Feeder roads maintenance, Street Clearing, clearing of public infrastructure like health centers, schools, Clearing of Market and Traffic Control shall be placed on N20,000 monthly allowance.
According to Dr Odo, “This programme is designed to mitigate lack of job opportunities in the state through a short term engagement of 5000 Ebonyians from five local government areas in the state in the pilot phase”.
Dr. Odo disclosed that the pilot phase of the programme will commence with five local government areas in the state, adding that 1000 persons will be selected from each of the five local government areas in the first phase of this project and the five local government areas to benefit in the first phase are: Ohaozara, Afikpo South, Ishielu, Izzi and Ikwo LGAs.

The establishment of the Ministry of Human Capital Development and Monitoring lends credence to His Excellency’s unwavering commitment towards improving the living standards of Ebonyians.”
“The good news is that beneficiaries will be paid an allowance of N20,000 monthly. No formal education is required to participate while applicants must fall within the age bracket of 18-30 years. Also, everyone recruited under this scheme will be engaged in public works in rural area activities such as Drainage digging and Clearance, Rural Feeder roads maintenance, Street Clearing, clearing of public infrastructure like health centers, schools, Clearing of Market and Traffic Control’’ Dr. Odo assured.
Meanwhile, Ebonyi State government has embarked on free monthly entrepreneurship and skill acquisition training geared towards actualizing His Excellency Engr. David Umahi’s drive to make Ebonyi State the leading economy in Nigeria and this can only be realized through private sector development.
According to Dr Odo, the monthly training is an effort of the State government to create jobs for unemployed youths through 21st century relevant skills, provide capital for intending entrepreneurs in the state and also provide funds to existing businesses (SMEs) in the state for expansion.
The conference which took place at the Staff Development Centre Abakaliki had 455 participants with resource facilitators from Development Financing Institutions, the Legal Department of the Bank of Industry BOI, Feed the Future Nigeria Agribusiness Investment Activity in partnership with USAID, Industrial Training Fund (ITF), Small and Medium Development Agency of Nigeria (SMEDAN) and also the Senior Special Assistant to the Enugu State Governor on Human Capital Development, Dr Emeka Asogwa, National Directorate of Employment (NDE) among others.
The conference lecture delineated into three specialized classes namely 21st Century Investment Opportunities, access to funds for existing Businesses and intending entrepreneurs and 21st Century relevant skill acquisition training.
More so, about 1000 Ebonyians have been earmarked to be trained on solar panel production and digital marketing while 300 have been profiled and trained and more are set to be trained in the ongoing three-day practical session by the Ministry of Human Capital Development and Monitoring in collaboration with SMEDAN and the Office of the Senior Special Assistant to the Governor of Enugu State on Human Capital Development.
Also, in the course of the conference, the Ministry of Human Capital Development profiled about 150 persons among them for loan disbursements to expand and startup new business under the Agric – business, small and medium enterprises investment scheme set up by the Central Bank of Nigeria to aid the growth of SMEs in the state.
The legal department of the Bank of Industry has rolled out a detailed procedure and requirement to business men and women in the programme in order to enhance the ease of accessing loans from the Bank of Industry.
Citizens’ Advocate learnt that the Commissioner for Human Capital Development and Monitoring, Dr. Stephen Odo has helped about 26 Ebonyians to secure loans directly from the Bank Of Industry in less than 2months since he assumed office.Follow us
